Keeping our communities safe from gun violence President Biden also unveiled a final rule aimed at reining in the business of manufacturing the most accessible "ghost guns" -- privately made firearms that are difficult to trace. This rule will make it illegal for businesses to manufacture these ghost gun kits without a serial number and require commercial sellers to become licensed dealers and to perform a background check prior to a sale.
